The purpose of the Warren County Family and Children First Council is to support
its members in their efforts to promote strong and stable individuals and their
families as well as a safe social environment that will encourage the success and
resiliency of children, families and communities.
Councils exist in every county in Ohio and are responsible for meeting the requirements
outlined in Ohio Revised
Code Section 121.37. Locally they are to evaluate and prioritize services,
fill service gaps where possible, invent new approaches to achieve better results,
and ensure ongoing input from a broad representation of the community.
There is a commitment to focus on areas of child well being that ensure:
- Expectant parents and newborn thrive
- Infants and toddlers thrive
- Children are ready for school
- Children and youth succeed in school
- Youth choose healthy behaviors
- Youth successfully transition into adulthood
MISSION STATEMENT
To promote and support strong and stable individuals and their families as well
as a safe social environment that will encourage the success and resiliency of children,
families, and communities.
CORE RESPONSIBILITIES
- Community Capacity Building/Planning
- The Support and Outreach Committee promotes FCFC and its member agencies. Its purpose
is to identify, document, and report on the well-being of children and families,
establish indicators and priorities of well- being, leverage resources to further
capacity of FCFC and its partner agencies, and communicate the public value of FCFC.
- Service Coordination
- Clinical Committee is responsible for administering comprehensive services for high-risk
multi-need youth. A pooled fund model is used and participating agencies include
the Board of Developmental Disabilities, Juvenile Court, Children Services, and
Mental Health and Recovery Services.
- Family Empowerment
- Family representatives are members of Council and provide insight on the impact
of proposed policies, activities, and help identify service gaps.
- Early Childhood System of Care
- The Early Childhood Coordination has representatives from the schools, Help Me Grow,
Early Learning Centers (Head Start), 4C for Children, Board of Developmental Disabilities,
and Mental Health, other child care providers, parents, and interested community
members.
- Success for School Age Youth
- The Success for School Age Youth Committee has representatives from the schools,
Mental Health, OSU Extension 4-H, prevention coalitions, and interested community
members. The focus is on asset development through projects and initiatives that
emphasize collaboration in supporting healthy youth and families.
